The organization in a socialist planned economy is based on enterprises and municipalities that act actively and with responsibility. The enterprises are democratically managed by the workers — all employees have equal say in deciding production goals and the use of resources. This creates a decentralized, needs-based planning system grounded in self-management and cooperative collaboration — instead of rigid hierarchies or central commands.

Planning takes place in labor time

In labor time accounting, the value of products and services is measured not in money, but in the (average) labor time required. Labor time accounting is thus a use-value economy. Planning in labor time also means that production and distribution decisions are based on how many labor hours are needed to meet social needs. This creates a transparent mode of production, allowing resources to be managed ecologically, efficiently, and fairly.

The networking of enterprises into a planned sector can begin

The networking of enterprises and planning in labor time form the material basis for building a socialist society. In such a society, enterprises and municipalities work together democratically, without private ownership or profit motives, organizing production and distribution based on the needs of society.
